Please note this is an experimental referendum, the beneficiary of this proposal is the treasury itself so no money is actually going to change hands The purpose of this referendum is for the community to determine if they're willing to spend an amount up to 100k DOT in order to have an inscriptions generation and marketplace You vote yes or no based on if you think it's worth spending that amount on the project At the same time developers and teams can apply and basically submit their offer, it doesn't have to be 100k, it can be less, this is basically a competitive tender, you show to the community what you can deliver and the price using the comments At the end of the referendum if it is positive a discussion will happen and then one of the teams can submit an actual referendum with themselves as beneficiary to get the payment and start developing

Inscriptions came to the ecosystem many years ago through RMRK technology, although it had another name it was something quite similar. In December a great movement began around the registrations of other ecosystems, we saw great movements in Bitcoin Ordinals, Solana... In my humble opinion it was a temporary fad and it is too late to spend a large amount of funds on the development of incriptions Likewise, in case the community wishes to finance an initiative of this style, it would look for a team capable of executing something similar to what can be seen in Magic Eden on the Solana network, where in addition to inscriptions simply linked to the token or block, They can link to NFTs, ensuring a system of Royalties to the creators in addition to allowing the quality of the files to be increased without affecting the price, given that normally the larger a file weighs, the more expensive it is to register it. Still, I consider it a little late to run something like this on Polkadot. In addition to the fact that registration is not cheap, it may be a good idea to resume registration in Kusama, which Kodadot or RMRK could do if it is of interest to them.
