This referendum is a proactive response to address issues identified on Kusama, implementing preventive measures until fixes are introduced.

The decision to cancel three technical proposals in a batch is necessitated by configuration errors that have been observed. Specifically, this batch call encompasses:

• Referendum 416, which scheduled a runtime upgrade to the v1.1.0 release but included an XcmFeesToAccount fee manager compromising XCM execution, as reported here.
• Additionally, Referendum 428, intended to update Sufficient Asset minimum balances, however, recommended rejecting in order to make a new one to go with the Asset Hub upgrade that actually updates the ED.
• Lastly, Referendum 443, submitted as a fix to reduce the existential deposit to 0.01 DOT, combined the call from Referendum 428, aiming to update the minimum balances of sufficient assets.
