Building a Polkadot Hub for DevRels, Talent Pipeline and Potential Deal Flow for the Polkadot Ecosystem from the Philippines
The Blockchain Lead Organization & Knowledge Center also known as The BLOKC, under our legal entity name, The Blocklabs, Inc., is a social enterprise deeply rooted with SDG4 and SDG8, with over 80+ prominent and major University partners in the Philippines leveraging blockchain and emerging technology through education, training and certification since 2017 and have worked with various foundations such as NEM Foundation, Ethereum Foundation, Solana Foundation and Arbitrum Foundation. We've been in coordination and collaboration with the DOT PH Ambassadors, Parity Community Head for APAC as well as the Lead Program Manager since last year. We are the team that made Solana a huge success in the Philippines and we wanted to leverage this by introducing Polkadot and make it become top of the mind in building interoperable blockchain solutions. Our ultimate goal for this proposal is to establish a Polkadot Hub here in the Philippines which will eventually become autonomous and will have its own economy by localizing all the Polkadot ecosystem's efforts and bringing these resources to the Philippines, in exchange, we will be building a talent pipeline and potential deal flows in which the greater Polkadot ecosystem could tap and get access to. Proposal Failed
Before voters decide for this proposal, I'd like to break down some information that I gathered from this team and others' feedback through several conversations (including my call with this team).
1. They claimed that they worked with Parity, Polkadot Heroes Program, Head of APAC Community Manager on this initiative — which is not true, no member of the above teams confirmed, but tried to negotiate the price.
=> Then, who from Polkadot will work with them?
2. Initially they asked 75K DOT for 2 Years, after the call they claimed they will ask half of it for 1 year, now they asked 55k DOT for 1 years.
3. They claimed that they helped Solana and Arbitrum to gain projects onboard the ecosystem, I asked them can I see how many projects had already launched, they couldn't show me any project.
4. They are building a PH Developer Hub, but when I asked them if I can see some reports about developers in PH so we can know potential collab and outcome, they said there are VERY FEW Web 3.0 developers here and not too many people know RUST.
=> If you check the proposal, you will see they didn't attach any developer report and they claimed RUST developers there.
5. They mentioned that they just need 20% of the funding for operation, and 80% of funding will go for grant. I don't know if they are opened to do multisig wallet with some trusted Polkadot members or not, but seems like they don't have any commitment on funding allocation.

To answer your questions:

We were told to remove names from our proposal to not influence the proposal in any ways. For the Polkadot Heroes Program, you know who's leading this and definitely you could and they would confirm, we just find it absurd why you are saying it is not true.

We've looked at most of the proposals that are approved and awarded that we've seen here and we've patterned the financial projections into their proposal. The only difference with our proposal and most of them is that "we don't focus on marketing and artificial "milestones" but instead focus on on-the-ground and real results.

First and foremost, we have signed a Grants Agreement with the Solana Foundation as well as Arbtrum Foundation, someone with your caliber should know that these agreement often includes clause for non-disclosure. Isn't being announcend and supported by the official Twitter Accounts of these protocols enough as a proof to prove that we are indeed affiliated with them?

As you can see, Vietnam had 105 submissions, but weighted -0.5 in terms of quality. Since there are many developers in Vietnam, this is already given that they will really have many submissions.
As for the Philippines, we had 41 teams locally and then filtered them to just 10 teams. Out of 10 teams, we have 4 teams that got qualified to the finals. 1 of 4 came out a winner of DAO's and Network State (DAOCRE-8) and 1 got an honorable mention at Crypto Infrastructure Track (Sayver):

We definitely have the report for the number of developers, but these numbers are delivered to the respective Foundations that we are currently working with, and that is also part of the deliverables that we have about the Reports, Analysis and Recommendation.

We actually have a multi-sig wallet that we used for the other Foundations that we worked with since they also require a multi-sig wallet, it just so happen that we weren't able to use it when we posted the proposal and it doesn't show in the list of wallets.
We know that you are very much connected in Vietnam and might somehow know the people we worked with there from NEM Foundation to Solana Superteam. Tbh, it's really difficult to prove something just by typing here, but our Twitter at https://x.com/theblokcgroup are full of all the results, activities and activations that we have been doing for 2023.
