Fix dotUSD supply on Asset Hub and unblock Snowbridge
This referendum fixes two problems on Polkadot.
dotUSD supply
The XCM bug from last weekend has already been fixed. One problem from it is still on chain: the recorded total supply of dotUSD is about 4.06 million lower than the dotUSD that actually exists. This upgrade recalculates the supply from the existing balances and does not change anyone's balance.
Snowbridge
The last runtime upgrade set the wrong weights for parts of Snowbridge on Bridge Hub, and that put the bridge on hold. This upgrade restores the old weights so Snowbridge can resume.
