The call enables a node feature required by Elastic Scaling MVP. Once enabled, block authors will start providing the core index of parachain candidates to the runtime.

The referenda is required to be executed before core time arrives on Polkadot. Core time will allow parachains to have more than one core assigned at a given relay chain block. Parachains that have more than one core assigned cannot make progress without the core index information provided to the runtime.
