Increase Tip deposit

There are few low quality treasury tip requests and currently council just tip 0 value to get rid of them. We should increase tip deposit so it is more costly to making a tip request. Combined with slash bad tip, should help reduce number of low quality tips. For the slash implementation: https://github.com/paritytech/substrate/issues/7057

I'm not sure why this seems only to be the case in Polkadot and not Kusama, but I would say that while I agree this is a good idea, I would not be in favor of raising the deposit on Kusama, which seems to be pretty well self-regulating
+1 this sounds like a good anti-spam measure. I'm also working on a tipping system with an external team which will potentially fill the tip queue even more, so a way to prevent spam being deployed before then would be good.
