A Social Contract between PolkaWorld and Polkadot Treasury - Ops and Maintenance proposal
This proposal aims to establish a Social Contract between PolkaWorld and the Polkadot Treasury. PolkaWorld is the first Polkadot Chinese community in China. For the past two years, PolkaWorld was running as an independent Polkadot Chinese community funded by Web3 Foundation. We contribute to the Polkadot community by publishing Polkadot related articles (translated from Polkadot Blog/wiki or produce the original content), interviewing Polkadot eco-constructors, and organizing Meetup/Polkadot China Tour /Substrate Workshop and Substrate Hackathon in different cities in China to help people learn Polkadot well and build a strong Polkadot Chinese community!
As Polkadot became a decentralized, on-chain governance network, PolkaWorld would like to apply for funding from the Polkadot Treasury to continue to contribute to the Polkadot community and help build and maintain a strong, decent, and neutral Chinese community!
So this is an open social contract for a 3 months OKR and we apply approx 1885.98 DOT total allocation for June, July, August depending on EMA(30) AVG rate（DOT = 36.04 usdt） here and you can get all OKR details here

The cost to return on this seems pretty reasonable. For the meetups, 100+ reigstrants isn't hard (no commitment from them). It's much harder to get people to show up for the offline meetup. Could we measure success based on 1) how many people show up to the meetup, 2) how many ppl watch the video/live stream during and after the event? Otherwise looks good to me.
Hey Jack, thanks for your advice! Let me explain the 100+ registrants thing first. "registrants" is something we can "control". Generally, we will constantly spread the poster and promotion articles in the community before the meetup day to let more people see and register for the event. There is generally no way to ensure offline participation. But, normally, we estimate the attendance rate as 50% of the registrants. So this is why we make a registrants people in the OKR. But judging from the previous events held by polkaworld, the average number of participants in each event is 100+. So I think we can measure the success based on 1) 200+ registrants 2) 100+ people show up to the meetup 3) 1000+ ppl watch the video/live stream during and after the event.
