The Philippine community-owned L1 parachain initiative aims to show how a Substrate-based blockchain can directly address governance issues such as corruption, opaque processes, and low citizen participation. Originating from a Philippine government invitation to explore decentralized solutions, the proposed chain provides transparent, tamper-proof access to public records and government actions to strengthen trust and accountability.

Aligned with the government's developing policy framework, this community parachain serves as a practical proof-of-concept for decentralized governance, delivering immutable audit trails, real-time visibility, and verifiable public-sector actions. Designed to evolve beyond experimentation, it is intended to become the actual chain securing government data and powering transparent digital services. By positioning Substrate and Polkadot as strong foundations for the nation’s future infrastructure, the initiative establishes a modular, scalable, and interoperable system governed by the community. This sets the stage for a unified digital ecosystem where citizens, developers, and government agencies collectively build innovative and accountable public services.

This is an awesome opportunity to showcase the superior technology of Polkadot without having to mention or to flaunt it. With this initiative, let‘s simply demonstrate how we can mitigate if not solve real-world problems with Polkadot. Problems like in-your-face graft and corruption in the flood-control projects of DPWH, involving the legislative and the executive branches of Philippine government, for example. We support “The CADENA Act” authored by Senator Bam Aquino. As part of the TWG, we will shepherd the effort to lead them to Polkadot/Parity/ Web3 in Foundation technology and ethos through this Capella initiative. We hope the entire Polkadot community throws its all-out support as well. Let not waste this golden opportunity to be the premiere Polkadot use case.

In support of this initiative, I’m excited to see our community-owned parachain enhancing transparency and access to public records, while giving developers across the Philippines the chance to participate in node setup. It also supports multiple portals for WhatCDog, so users aren’t limited to just one or two options. I’m happy to be part of the team working on this project.
